Low income taxpayer clinic

The University of Denver Graduate Tax Program Low Income Taxpayer Clinic (LITC) provides tax controversy advice and representation for low-income taxpayers, providing a perfect compliment to theTax Help Colorado program sponsored by The Piton Foundation.

Started with a grant from the Internal Revenue Service (IRS), the LITC opened to clients in January 2008.  Since that time, it has given consultation and representation services to almost 120 clients.

The LITC provides services to families earning less than the IRS's maximum qualifying income (250% of poverty level), approximately $26,000 for an individual with an additional $9,000 allowed for each additional household member. The income breakdown for clients receiving extensive services from the LITC is:

The LITC has served clients from 68 zip codes within Colorado and has a goal to provide services throughout the entire state.

The LITC's clients include people with tax controversies related to situations such as home-foreclosures and cancellation of debt income, earned income tax credit, identity theft, innocent spouse claims, failure to file, and levies on wages, bank accounts and social security income.  Examples of the services provided are:

  • Release of Federal Tax Liens
  • Release of Levies
  • Representation in Audits
  • Representation at Appeals
  • Representation in Tax Court
  • Filing of Refund Claims
  • Collection Due Process
  • Installment Arrangements
  • Offers in Compromise

The LITC is staffed by professional students in the University of Denver's Graduate Tax Program, and supervised by tax attorneys with over 30 years of combined tax law expertise.  All students must have completed an undergraduate degree in accounting or business, or be working towards or have completed a law degree.  The LITC program at the University of Denver is the only tax clinic in the nation that is primarily staffed by students studying for their Master of Laws in Taxation.

The clinic is located near the corner of University Boulevard and Evans Avenue inside the University of Denver's Sturm College of Law.  Interviews with potential clients are held in Room 335.
